The economic implosion to the street's.

What happens is the economic implosion sucks up the structure of the current street's that are orderly. Then as they are being taken down for more funds or to stop crime from rising as unemployment goes up. We see that the foreign espionage street teams move in to take over areas. Which was done during the last economic implosion equation of the 60's.
